CALL TO ORDER

MOMENT OF SILENCE, PLEDGE OF ALLEGIANCE

SCHOOL BOARD ITEM:

On a motion by _____ and a second by _____, the Board approved new School Board member, Michael Fisher, to fill the vacancy of Christian Brackbill through December 2023.

APPROVAL OF MINUTES:

On a motion by _____ and a second by _____, the Board approved the January 3, 2023, Committee Meeting minutes.

CHIEF OF FINANCE AND OPERATION’S RECOMMENDATIONS:

On a motion by _____ and a second by _____, approval was given for the following Consent Agenda Items A-L. (rc)

A.  A resolution to certify that the District will remain within the Act 1 inflation index for the 2023-2024 fiscal year.

B.  To accept ARP IDEA-B grant funds from IU 13 in the amount of $87,693.

        - $19,569 direct pass-through
        -
$68,124 provided on the district’s behalf

This grant is the Federal Individuals with Disabilities Education Act which we receive every year. The grants are distributed to each state in a lump sum, and the states distribute them through the IU’s based on demographics, child count, and aide ratio. The IU distributes them to each district based on child count.

C.  To assign $4,000,000 of General Fund Balance for future capital projects, effective June 30, 2022.

D.  To move $4,000,000 of the assigned General Fund Balance for future capital projects to be committed for future capital projects, effective June 30, 2023.

E.  The Chapter 339 Counseling Plan.

F.  CSIU as our eRate consultant agency for the 2023-2024 funding year, in the amount of $6,400.

G.  The Audit Report for the 2021-2022 fiscal year.

H.  A contract with Quality Assurance Plus to provide third-party inspection, testing and commissioning for the middle/high school construction project, at a cost of $439,384.

I.  Additional Capital Reserve Items:  Roof Coating at Salisbury Elementary School from Tecta America, at a cost of $139,973.

J. The 2023-2024 Lancaster County CTC Budget.

K.   Memorandum of Understanding with SWAN to provide after-school music lessons, ensemble training, performance opportunities and mentoring specifically for children affected by parental incarceration, at no cost to the district.

L.  A  Memorandum of Understanding with Compass Mark to implement school-based drug and alcohol prevention services for Salisbury Elementary School ($5,760), Pequea Valley Intermediate School ($360), and Pequea Valley High School ($360), at a total cost of $6,480, effective through May 2023.

SUPERINTENDENT’S RECOMMENDATIONS:

On a motion by _____ and a second by _____, approval was given for the following Consent Agenda Items A-D. (rc)

A.  For the district to continue using Lancaster Newspapers as its public newspaper of general circulation.

B.  To enter into an independent contract with the following pit orchestra participants at a cost of $420 each, to be paid out of the proceeds from the 2022-2023 Spring Musical:
