APPROVAL OF MINUTES:

On a motion by _____ and a second by _____, the Board approved the June 3, 2024, Committee meeting minutes. (rc)                              

CHIEF OF FINANCE AND OPERATION’S RECOMMENDATIONS:

On a motion by _____ and a second by _____, approval was given for the following Consent Agenda Items A-Y. (rc)

A.    The 2024-2025 Final General Fund Budget in the amount of $45,997,746.

B.    The Homestead and Farmstead Exclusion Resolution.

C.    The 2024 Annual Tax Levy Resolution for the fiscal year July 1, 2024, to June 30, 2025.

D.    Transfer General Fund balances in excess of 8% to Capital Reserve.

GASB 54 requires that funds to be committed need Board approval by June 30. The actual amount committed can be established at a later date.

E.     For the Chief of Finance and Operations to make budgetary transfers as necessary for the 2023-2024 fiscal year.

F.     To offer voluntary student accident insurance plan (24-hour coverage) as presented by A-G Administrators, Inc. for the 2024-2025 school year.

G.    A contract with Mazzitti & Sullivan to provide employee assistance services for the 2024-2025 fiscal year at a cost of $16.00 per employee per contract year.

H.    A resolution opting out of the Mental Health Parity and Addiction Equity Act.

The Mental Health Parity and Addiction Equity Act (MHPAEA) requires that the financial requirements (deductibles, co-pays, etc.) and treatment limitations (number of visits or days of coverage) for mental health benefits and substance use disorders benefits covered in our plan document are not less than the medical/surgical financial requirements and treatment limitations.  The law does allow for non-federal government plans to opt-out and/or be able to opt-out on the basis of the increased cost to the plan.  The resolution states that the district will opt-out of this requirement.

I.      A resolution to enter into an agreement with Conestoga Valley School District to share transportation director services for a one-year term beginning July 1, 2024 and ending June 30, 2025.

J.      The food service budget for the 2024-2025 school year, with expected revenues of $1,014,580 and expenditures of $850,130.

Adult Lunches – $4.75  Milk - $0.70

K.    An Agreement with Celerity for fiber network construction at PVHS, at a cost of $41,465.

L.     A site license for the EdInsight Data Management System through OnHand Schools, Inc., at a cost of $16,857.89.

M.   Approval of library purchases for Paradise and Salisbury Elementary Schools.

N.    A Memorandum of Understanding between PVSD and Messiah University to provide high school learners the opportunity to enroll in off-campus courses, effective June 13, 2024, and as long as both parties wish to continue the dual enrollment program.

O.    Approval of a PV Pre-Apprenticeship Program with three businesses; Manufacturers’ Association Technology (MAT), Independent Electrical Contractors (IEC),  Associated Builders & Contractors (ABC), to be included in the 2024-2025 school year curriculum guide.

P.     Approval of a Memorandum of Understanding between Pequea Valley School District and Community Action Partnership of Lancaster County to provide Head Start/Thrive-to-Five services for children and families served, effective July 1, 2024, through June 30, 2025, at no cost to the district.

Q.    To approve the use of space for Restore Counseling at PVHS, PVIS, Salisbury Elementary, and Paradise Elementary in order for them to provide individual/family counseling during the school day at no cost.

R.    Approval of a contract with Pennsylvania Counseling Services to provide student assistance services (SAP) for four days per week for the 2024-2025 school year, at a cost of $30,560.

S.     An Agreement with Winner’s Circle Center, Inc. to provide services for Pequea Valley learners for the 2024-2025 school year, at a cost of $200 per day.

T.     A contract with New Story Schools for one Pequea Valley learner to receive special education support during the 2024-2025 school year, at a cost of $447/day, based on enrollment.

U.    A contract with Lancaster-Lebanon IU 13 for the following services for the 2024-2025 school year:

  • Special Education............................................. $1,082,955.85
  • Speech and Language............................................ $9,695.00
  • Occupational and Physical Therapy................... $8,310.00
  • Job Training Services.............................................. $29,160.00
  • Paraprofessional Services................................. $370,575.00

V.    Memorandums of Understanding between PVSD and The Factory Ministries, July 1, 2024 through June 30, 2025, for the following shared positions:

  • Full-time Director of Early Learning, not to exceed $65,528.12, funded through Title IV.
  • Director of Elementary Advocacy, not to exceed $15,000, funded through Title IV.
  • Early Learning Advocate, not to exceed $3,500, funded through Title IV.
  • Adult Advocate, not to exceed $25,000, funded through Title I.

W.    A Memorandum of Understanding between PVSD and Pennsylvania Chapter Independent Electrical Contractors (IEC) for learners participating in the pre-apprenticeship program, effective for the 2024-2025 school year, at a cost of $1,300 per learner.

X.    Special Education contracts with Eastern Lancaster County School District for the 2024–2025 school year:

  • Full-time autistic support and transitional services for 9 learners at a cost of $47,966 per learner.
  • Full-time life skills and transition services for 9 learners at a cost of $25,157 per learner.
  • Full-time multiple disabilities support services for 1 learner at a cost of $57,150.
  • Learning support services for 1 learner at a cost of $28,355.

Supplemental services will be billed as follows: speech and language therapy services at $95/hour, occupational therapy services at $95/hour, physical therapy services at $95.00/hour, job training services at actual cost. Hourly wage for classroom assistant/personal care assistants, if needed, and hourly wage for personal care assistants at the number of hours a week, times the number of weeks in the school year plus 20 hours of training per year.

Y.    To approve a change order for temporary conditioning of the new building at a cost of $100,000 per month as needed.
