HIEF OF FINANCE AND OPERATION’S RECOMMENDATIONS:

On a motion by _____ and a second by _____, approval was given for the following Consent Agenda Items A-T. (rc)

  1. The 2023-2024 Final General Fund Budget in the amount of $46,940,743.
  2. The Homestead and Farmstead Exclusion Resolution.
  3. The 2023 Annual Tax Levy Resolution for the fiscal year July 1, 2023, to June 30, 2024.
  4. Transfer General Fund balances in excess of 8% to Capital Reserve.

GASB 54 requires that funds to be committed need Board approval by June 30. The actual amount committed can be established at a later date.

  1. For the Chief of Finance and Operations to make budgetary transfers as necessary for the 2022-2023 fiscal year.
  2. To offer voluntary student accident insurance plan (24-hour coverage) as presented by A-G Administrators, Inc. for the 2023-2024 school year.
  3. A contract with Mazzitti & Sullivan to provide employee assistance services for the 2023-2024 fiscal year at a cost of $16.00 per employee per contract year.
  4. A resolution opting out of the Mental Health Parity and Addiction Equity Act.

The Mental Health Parity and Addiction Equity Act (MHPAEA) requires that the financial requirements (deductibles, co-pays, etc.) and treatment limitations (number of visits or days of coverage) for mental health benefits and substance use disorders benefits covered in our plan document are not less than the medical/surgical financial requirements and treatment limitations.  The law does allow for non-federal government plans to opt-out and/or be able to opt-out on the basis of the increased cost to the plan.  The resolution states that the district will opt-out of this requirement.

  1. A resolution to enter into an agreement with Conestoga Valley School District to share transportation director services for a one-year term beginning July 1, 2023 and ending June 30, 2024.
  2. The food service budget for the 2023-2024 school year, with expected revenues of $980,000 and expenditures of $917,000.

  1. A Memorandum of Understanding with Compass Mark to implement school-based drug and alcohol prevention services for Salisbury Elementary School ($480), Pequea Valley Intermediate School ($120), and Pequea Valley High School ($120) at a total cost of $720, effective September 2023 through May 2024.
  1. To approve and authorize the investment of the 2021C General Obligation Bond proceeds (“Proceeds”) in Demand Deposit State and Local Government Series nonmarketable Treasury securities (“SLGS”) when such SLGS become available on the market and to further authorize the School District’s Chief Financial Officer (“CFO”), with the advice and assistance of the District’s legal and financial advisers, to, in one or more transactions have the custodial bank transfer all or some of those Proceeds into the SLGS when determined by the CFO and to be appropriate and to delegate the authority to the CFO to execute any documents to effectuate all steps necessary to complete such transactions.
  2. A site license for the EdInsight Data Management System through OnHand Schools, Inc., at a cost of $16,366.89.
  3. Approval of the Pequea Valley Early Learning Center Sponsorship Agreement between Community Action Partnership of Lancaster County and Pequea Valley School District.
  4. Special Education contracts with Eastern Lancaster County School District for the 2023–2024 school year:
  • Full-time autistic support and transitional services to 10 learners at a cost of $45,682 per learner.
  • Full-time life skills and transition services to 10 learners at a cost of $23,959 per learner.
  • Full-time multiple disabilities support services to 2 learners at a cost of $48,714 per learner.

Supplemental services will be billed as follows: speech and language therapy services at $90/hour, occupational therapy services at $90/hour, physical therapy services at $80.00/hour, job training services at actual cost. Hourly wage for classroom assistant/personal care assistants, if needed, and hourly wage for personal care assistants at the number of hours a week, times the number of weeks in the school year plus 20 hours of training per year.

  1. A contract with Lancaster-Lebanon IU 13 for the following services for the 2023-2024 school year:

  1. A contract with New Story Schools for three Pequea Valley learners to receive special education support during the 2023-2024 school year.
    • One learner at $309/day, based on enrollment
    • One learner at $340/day, based on enrollment
    • One learner at $425/day, based on enrollment
  2. Memorandums of Understanding between PVSD and The Factory Ministries, July 1, 2023 through June 30, 2024, for the following shared positions:
    • Full-time Director of Early Learning, not to exceed $63,500, funded through Title IV roll-over funds.
    • Part-time Director of Early Learning, not to exceed $3,500, funded through Title IV roll-over funds.
    • Director of Elementary Advocacy, not to exceed $15,000, funded through Title IV.
    • Self-Sufficiency Advocate, not to exceed $25,000, funded through Title I.
  3. The following School Board Policy Updates:
