APPROVAL OF MINUTES:

CHIEF OF FINANCE AND OPERATION’S AND SUPERINTENDENT RECOMMENDATIONS:

On a motion by ______ and a second by ______, approval was given for the following Consent Agenda Items
A-AG. (rc)

A.    The 2026-2027 Final General Fund Budget in the amount of $49,043,036.

B.    The Homestead and Farmstead Exclusion Resolution.

C.    The 2026 Annual Tax Levy Resolution for the fiscal year July 1, 2026, to June 30, 2027.

D.    The 2024-2025 Audit Report.

E.     Commit General Fund balances in excess of 8% to Capital Projects.
         GASB 54 requires that funds to be committed need Board approval by June 30. The actual amount committed
         can be established at a later date.

F.     For the Chief of Finance and Operations to make budgetary transfers as necessary for the 2025-2026
        fiscal year.

G.    To offer voluntary student accident insurance plan (24-hour coverage) as presented by A-G Administrators,
        Inc. for the 2026-2027 school year.

H.    A contract with Mazzitti & Sullivan to provide employee assistance services for the 2026-2027 fiscal year
        at a cost of $15.40 per employee per contract year, along with Swork-It services at a rate of $14.00 per
        employee per contract year with a one-time activation fee of $150.

I.      A Resolution opting out of the Mental Health Parity and Addiction Equity Act.

        The Mental Health Parity and Addiction Equity Act (MHPAEA) requires that the financial requirements
         (deductibles, co-pays, etc.) and treatment limitations (number of visits or days of coverage) for mental health
         benefits and substance use disorders benefits covered in our plan document are not less than the
        medical/surgical financial requirements and treatment limitations.  The law does allow for non-federal
        government plans to opt-out and/or be able to opt-out on the basis of the increased cost to the plan.  The
        resolution states that the district will opt-out of this requirement.

J.      A Resolution to enter into an agreement with Conestoga Valley School District to share transportation
        director services for a one-year term beginning July 1, 2026 and ending June 30, 2027.

K.    The food service budget for the 2026-2027 school year, with expected revenues of $1,042,266 and
        expenditures of $900,240.   Adult Lunches – $5.10; Milk - $0.75

L.     A site license for the EdInsight Data Management System through OnHand Schools, Inc., at a cost of
        $19,715.08 for the 2026-2027 school year.

M.   Approval of Library purchases for PV Secondary School at a cost of $846.40, along with Paradise and
       Salisbury Elementary Schools, at a cost of $1,047.87.

N.    A one-year renewal contract with IU 13 for Securly filtering services at a cost of $6,665.42.

O.    A three-year contract with Finalsite for core web services (Year 1, $12,169; Year 2, $12,899; Year 3, $13,673).

P.     A one-year contract with TalkingPoints for upgraded services (attendance module, translation module,
        and mass communication module) at a cost of $5,580.

Q.    A one-year renewal contract for EdPuzzle at a cost of $10,319.

R.    A one-year renewal contract for MagicSchool at a cost of $8,999.

S.    A one-year renewal contract for Kami at a cost of $6,912.

T.    A one-year contract with Educator AI at a cost of $9,225.

U.   Approval of a Memorandum of Understanding between Pequea Valley School District and Community
        Action Partnership of Lancaster County to provide Head Start/Thrive-to-Five services for children and
        families served, effective July 1, 2026, through June 30, 2027, at no cost to the district.

V.    Memorandums of Understanding between PVSD and The Factory Ministries, July 1, 2026 through 
         June 30, 2027, for the following shared positions:

  • Full-time Director of Early Learning, Family Outreach Advocate and programming, not to exceed $163,497 funded through the Ready to Learn grant.
  • Adult Advocate, not to exceed $25,000, funded through Title I.

W.   A contract with Lancaster-Lebanon IU 13 for the following services for the 2026-2027 school year:

X.    Special Education contracts with Eastern Lancaster County School District for the 2026–2027 school year:

  • Full-time autistic support and transitional services for 6 learners at a cost of $52,883 per learner.
  • Full-time life skills and transition services for 5 learners at a cost of $27,736 per learner.
  • Full-time multiple disabilities support services for 1 learner at a cost of $56,390.
  • Learning support services for 1 learner at a cost of $32,366.

        Supplemental services will be billed as follows: speech and language therapy services at $105/hour,
        occupational therapy services at $105/hour, physical therapy services at $95.00/hour, job training
        services at actual cost. Hourly wage for classroom assistant/personal care assistants, if needed, and
        hourly wage for personal care assistants at the number of hours a week, times the number of weeks
        in the school year plus 20 hours of training per year.

Y.    Approval of a contract with Pennsylvania Counseling Services to provide student assistance services
       (SAP) for three days per week for the 2026-2027 school year, at a cost of $32,420.

Z.     A contract with New Story Schools for one Pequea Valley learner to receive special education support
        during the 2026-2027 school year, at a cost of $425/day, based on enrollment.
