    APPROVAL OF MINUTES:

    CHIEF OF FINANCE AND OPERATION'S RECOMMENDATIONS:

    On a motion by _____ and a second by _____, approval was given for the following Consent Agenda Items A-U. (rc)

    A.    The 2022-2023 Final General Fund Budget in the amount of $45,632,366.

    B.    The Homestead and Farmstead Exclusion Resolution.

    C.    The 2022 Annual Tax Levy Resolution for the fiscal year July 1, 2022, to June 30, 2023.

    D.    Transfer General Fund balances in excess of 8% to Capital Reserve.

    GASB 54 requires that funds to be committed need Board approval by June 30. The actual amount committed can be established at a later date.

    E.     For the Chief of Finance and Operations to make budgetary transfers as necessary for the 2021-2022 fiscal year.

    F.     To offer voluntary student accident insurance plan (24-hour coverage) as presented by A-G Administrators, Inc. for the 2022-2023 school year.

    G.    A contract with Mazzitti & Sullivan to provide employee assistance services for the 2022-2023 fiscal year at a cost of $16.00 per employee per contract year.

    H.    A resolution opting out of the Mental Health Parity and Addiction Equity Act.

    The Mental Health Parity and Addiction Equity Act (MHPAEA) requires that the financial requirements (deductibles, co-pays, etc.) and treatment limitations (number of visits or days of coverage) for mental health benefits and substance-use disorders benefits covered in our plan document are not less than the medical/surgical financial requirements and treatment limitations.  The law does allow for non-federal government plans to opt-out and/or be able to opt-out on the basis of the increased cost to the plan.  The resolution states that the district will opt-out of this requirement. 

    I.      To contribute $2,000 to the Pequea Valley Library for the 2022-2023 school year.

    J.      The response and Corrective Action Plan of the district’s General Agriculture program from the Pennsylvania Department of Education.

    K.     Approval of a renewal agreement with Blackboard Inc. for web hosting services and template updates at a total cost of $9,644.49.

    L.    The food service budget for the 2022-2023 school year, with expected revenues of $550,000 and expenditures of $540,000.

    M.    An extended school year contract with New Story Schools for one student from June 21, 2021 through July 29, 2021, at a cost of $380/day.

    N.    Special Education contracts with Eastern Lancaster County School District for the 2022–2023 school year:

    • Full-time autistic support and transitional services to 11 learners at a cost of $44,861 per learner.
    • Full-time life skills and transition services to 12 learners at a cost of $23,261 per learner.
    • Full-time multiple disabilities support services to 2 learners at a cost of $47,295 per learner.
    • Full-time learning support services in the work-based learning program for 1 learner at a cost of $27,143 per student.

    Supplemental services will be billed as follows: speech and language therapy services at $90/hour, occupational therapy services at $90/hour, physical therapy services at $80.00/hour, job training services at actual cost. Hourly wage for classroom assistant/personal care assistants, if needed, and hourly wage for personal care assistants at the number of hours a week, times the number of weeks in the school year plus 20 hours of training per year.

    O.    The Special Education Comprehensive Plan for 2022-2023.

    P.     A resolution to enter into an agreement with Conestoga Valley School District to share transportation director services for a one-year term beginning July 1, 2022 and ending June 30, 2023.

    Q.    A contract with Lancaster-Lebanon IU 13 for the following services for the 2022-2023 school year:

    • Special Education............................................... $926,703.54
    • Speech and Language.......................................... $9,937.50
    • Occupational and Physical Therapy........... $7,950.00
    • Job Training Services............................................ $27,810.00
    • Paraprofessional Services................................ $98,550.00

    R.    The Act 93 Performance Evaluation and Compensation Plan, effective July 1, 2022 through June 30, 2027.

    S.    The inclusion of girls in the wrestling program.

    T.    A one-time exception to host a football playoff event starting at 7:00 a.m. on October 30.

    U.    A mask/face covering exemption form allowing parents to opt out of wearing masks/face coverings.
